Bug Fix

1) Fixed - READ-ONLY files weren't getting a SAVEAS generated in the script (when SAVEAS checked)

2) Fixed - Project TAG Template files that were set INACTIVE weren't able to be deleted without an error being generated. (PRX files). This has been fixed, plus an additional generic error handler installed.
